Does it work without a Deye inverter?

It charges all the same. Solar surplus mode needs a reading from the meter, which is taken by Deye's Wireless CT: it is installed in the consumer unit and communicates via LoRa.

Can my house handle 22 kW?

A home with a normal contracted power supply cannot, and does not need to: the charger adjusts to the power available. The 22 kW is the maximum, not the minimum.
